Stormwater Utility

4
  • The Stormwater Utility is designed to provide a broad range of services related to stormwater quantity and quality such as public education, storm system maintenance, inspections, management, reducing the amount of stormwater pollution associated with illegal connections and discharges and public drainage improvements throughout the Town. These services might not directly affect your individual site at a given time, but these services must be broadly funded from all parcel owners within the Town to collectively have a positive effect on stormwater and water quality.

    Stormwater Utility
  • Equivalent Residential Units (ERUs) are used to assess the Stormwater Utility. It was determined that the average residential lot has a total of 2,900 square feet of impervious surfaces. An impervious surface is any surface that prevents water from penetrating the ground. Examples include buildings, driveways, parking lots, concrete surfaces, paved areas, gravel areas, tanks and any other features that do not allow rainfall to soak into the ground. The average square footage of impervious surface area is known as an equivalent residential unit.

Each residential property within the Town is charged for one ERU per month at a pre-defined rate. Non-residential properties are also charged based on the amount of impervious surface on their property. The total amount of impervious surface area on a non-residential parcel of land is divided by 2900 square feet (one ERU) to determine the number of ERU’s associated with a given parcel. These properties are then charged a pre-defined rate per ERU per month. For example, a commercial property with 11,600 square feet of impervious area would be charged for 4 ERUs (11,600 square feet / 2,900 square feet) and would pay a monthly stormwater utility fee of four times the residential rate.

The Town’s authority for collecting the Stormwater Utility is found in Chapter 56 of the Town of Brownsburg’s Code of Ordinances and Indiana Code 36-9-23.

    Stormwater Utility
  • All properties within the Town of Brownsburg are subject to the stormwater utility.

    Stormwater Utility
  • Yes. Town residents currently paying ditch or other assessments to Hendricks County will continue to pay for those assessments. The Hendricks County Surveyor’s Office is responsible for the maintenance of County Regulated Drains, even when they are within the Town. Monies from the County Regulated drain assessments are paid solely to the County for management of regulated drains under their jurisdiction. Monies from the Stormwater Utility is solely for the management and maintenance of Town owned and operated stormwater facilities, infrastructure, and programs.

Wastewater

19
  • During dry weather, the traps in your drains or sinks can dry out allowing gases to be released into your home. This often seems to happen with basement drains. Try adding some water to all of your drains. If the odor does not go away, If it is during normal business hours, please call the Wastewater Treatment Plant at 317-852-1114 or the Utility Billing Office at 317-852-1102. You will need to actually speak to a person to ensure that your sewage issue is addressed - do not leave a message. If it is after hours, please call 911 and they will dispatch the appropriate personnel. Be prepared to provide your name, telephone number, and address.

    Wastewater
  • There are many items that should not go down your drains. Please do not put household hazardous waste, anything plastic, toys, anything metal, oils and greases, cat litter, or baby wipes down your drain. The household hazardous waste can endanger lives and upset the treatment plant processes when dumped down the drain. The other items listed can cause blockages in your sewer lateral, the sewer main, or damage pumps and motors. These items are ultimately screened out at the treatment plant and put in the trash. So please plan on recycling them or disposing of them in your trash at home. Thank you!

    Wastewater
  • Inflow is the water that enters a sanitary sewer system as the result of connections that allow stormwater or snow melt to enter the sanitary sewer system. In Brownsburg, the majority of the sanitary sewers and stormwater sewers are operated separately. If someone in one of these separated areas connects their gutters or sump pumps to the sanitary sewer instead of the storm sewer, it could cause flooding and backups of the sanitary sewer system. Furthermore, it is illegal to connect stormwater into the sanitary sewer system.

    Wastewater
  • The Brownsburg Wastewater Treatment Plant is considered a large facility with a Class IV classification determined by the Indiana Department of Environmental Management. The current average daily design capacity is rated at 5.25 million gallons per day.

    Wastewater
  • Sewer laterals are considered private lines in Brownsburg. Therefore, it is the property owner’s responsibility to maintain the sewer lateral from the sewer main to their house. Tree near the sewer lateral will send out roots that can penetrate pipes and cause line blockages. This is especially prevalent in clay lines. Lateral cleaning should be completed on a regular basis. Sewer laterals do not last forever and will need replaced.

    Wastewater
  • If this occurs during normal business hours, please call the Wastewater Treatment Plant at 317-852-1114, or call the Utility Billing Office at 317-852-1102. You will need to actually speak to a person to ensure that your sewage issue will be addressed. Leaving a message will not address the issue. If this occurs outside of normal business hours, please call 911 and they will dispatch the appropriate personnel. Be prepared to provide your name, address and phone number.

    Wastewater
  • If this occurs during normal business hours, please call the Wastewater Treatment Plant at 317-852-1114 or call the Utility Billing Office at 317-852-1102. You will need to speak to a live person to address the issue. Leaving a message will not address the issue. If it is outside normal business hours, please call 911 and dispatch will address the appropriate personnel to fix the matter. Be prepared to provide your name, address and phone number.

Many of the lift stations are connected to a wireless alarm system. Please do not attempt to stop the alarms. If the audible alarm has not been stopped by town personnel within 30 minutes, please call again to verify that someone has responded to the alarm.

    Wastewater
  • If this occurs during normal business hours, please call the Wastewater Treatment Plant at 317-852-1114 or call the Utility Billing Office at 317-852-1102. You will need to speak to a live person to ensure your problem is addressed appropriately. Leaving a messing will not address the issue. If this occurs outside normal business hours, please call 911 and they will dispatch the appropriate personnel. Be prepared to provide your name, address and phone number. Please check your sewer system first to verify that your lateral is working properly. There could be charges applied to your utility bill for call outs on a private lateral issue.

    Wastewater
  • If the blockage failure is upstream of the wye on your lateral, you are responsible for clearing the line. If there is a failure at the wye or further downstream, it will be in the best interest for all parties to work together and repair the line.

    Wastewater
  • Any commercial establishment that prepares food should have a grease trap. This also includes any commercial business and catering service activity conducted within a residential or commercial-zoned property.

    Wastewater
  • Inflow sources include:

    • Catch basins
    • Field tiles
    • Foundation/crawl space sump pumps
    • Gutter and downspout connections
    • Patio drains
    Wastewater
  • Yes, sources of stormwater and inflow should be routed to the nearest stormwater outlet in your area. Alternatives to reducing stormwater discharges into combined sewer areas where separate stormwater sewers do not exist include installing rain containment systems (rain barrels) or rain gardens.

    Wastewater
  • A sewer lateral that is not maintained will likely fail and back up onto your property, which can cause damage and is a health issue.

    Wastewater
  • Yes, Brownsburg has combined sewers in the older sections of Town. Brownsburg also has one permitted combined sewer overflow channel that can discharge partially treated, mixed-stormwater and sanitary sewage into White Lick Creek. Brownsburg completed a storage tank in 2010 to reduce the likelihood of combined sewage overflows in the future.

  • Residents should receive a sewer cleaning notice that explains what to expect while their sewers are being cleaned. Some simple tips to keep in mind are to close toilet lids, remove sewer clean out caps, and make sure the sewer vent is working properly. Sewer cleanings are usually done in a day but sometimes may take more due to sewer conditions.

Fire Territory

14
  • All Brownsburg Fire Territory firefighters are trained to handle medical emergencies. In some areas, paramedics are assigned to the engines. In some instances, a fire engine can get to the scene of an emergency faster than an ambulance.

    Fire Territory
  • A “Standard Response Plan” is utilized on all responses. The system is a predesignated formula that determines the amount and type of equipment sent to the incident. If these units are not needed, they are released by the Incident Commander.

    Fire Territory
  • The four basic steps in creating an escape plan for your home includes: drawing a map of your home; agreeing on a meeting place; practicing your escape plan; and making sure your drill is realistic.

    Fire Territory
  • Assure that you have a well defined escape plan. Make sure that people who are confined to a wheelchair have immediate access to their wheelchair when an emergency occurs.

    Fire Territory
  • Homeowners should buy an extinguisher that can handle Class A-B-C fires. This type of extinguisher is designed to extinguish fires that usually occur in homes.

    Fire Territory
  • Smoke detectors should be placed outside each sleeping area and on every level of the home, including the basement. On floors without bedrooms, detectors should be installed in or near living areas. Remember to test smoke detectors regularly.

    Fire Territory
  • Firefighters are very concerned about running over firehoses because the hose can be damaged and any firefighter at the end of a nozzle will have the water supply interrupted and possibly cause injuries or even death. Any hose that is driven over without protection has to be taken out of service immediately until it can be tested.

    Fire Territory
  • You will need to get out of the house and then call 9-1-1 for the Fire Department from outside of the house or from a neighbor’s house. The use of a phone could cause the gas to ignite if you called from inside the house

    Fire Territory
  • In addition to fighting fires, firefighters also respond to a wide variety of other emergencies. Emergency medical calls actually make up around 80% of the incidents that fire departments respond to. Other types of emergencies include hazardous materials releases, technical rescues, fire alarms, and other calls for public assistance. Besides emergency responses, firefighters spend a large amount of time, cleaning and maintaining their equipment, doing routine inspections, and training for all the different types of incidents they respond to.

    Fire Territory
  • When it is safe to do so, you should pull to the right and stop until all emergency vehicles have safely passed.

    Fire Territory
  • We recommend you change the batteries in your smoke detectors every 6 months. An easy way to remember is to change batteries when you reset your clocks for daylight savings time.

    Fire Territory
  • Fire engines and ladder trucks are supported by taxpayer revenues and there is no charge for these pieces of equipment.

    Fire Territory
  • The Brownsburg Fire Territory charges for emergency medical services and can bill your insurance directly.  See EMS Billing page for more information.

    Fire Territory
  • If you have reason to believe that a person is setting or has just set a fire, call 9-1-1 immediately. Be prepared to describe the suspect, including physical features and clothing.

    Summer Camp
  • Each staff member undergoes an extensive background screening and is certified in American Red Cross First Aid/CPR and Universal Precautions. Staff also receive training in safe supervision, risk management, age-appropriate and inclusive behavior management, facilitating large group activities, social-emotional learning curriculum, and Indiana Afterschool Standards.

    Summer Camp
  • We maintain a low staff-to-camper ratio, in line with American Camp Association standards, to ensure each camper receives personalized attention. For ages 6-8, the ratio is 1:8, and for ages 9-14, it’s 1:10. This allows our dedicated staff to create a supportive, engaging environment while providing exceptional supervision throughout all camp activities.

    Summer Camp
  • The health and safety of participants is our top priority. While we do not have a nurse or medical professional on-site, all team members are trained in American Red Cross CPR/AED and First Aid. For minor injuries which occur during program hours, staff will respond with appropriate first aid care, document the accident using an Accident Report and notify a parent/guardian. For injuries which require emergency medical treatment, 911 will be called immediately, staff will notify the parent/guardian or emergency contact shortly after and complete an Accident Report with details regarding how the injury occurred and the care given.

If the participant must be transported by emergency medical personnel, a full-time staff member will accompany the child to the hospital until a parent/guardian arrives.

    Summer Camp
  • We request that parents/guardians provide any information regarding dietary restrictions or allergies during registration. These details will be used to ensure safe accommodations are made accordingly. Please note, Brownsburg Parks does not provide food for meals or snacks during camp programming. Parents/guardians are responsible for providing a nutritious lunch, healthy AM and PM snack, and a labeled water bottle for their camper every day. For any planned activities involving food items of concern, communication will be sent to parents well in advance so that safe food alternatives can be arranged.

    Summer Camp
  • Brownsburg Community School Corporation (BCSC) will be providing transportation for summer camp this year.

    Summer Camp
  • Behavioral issues and conflicts among campers are handled with careful consideration, and we approach each situation on a case-by-case basis. When a participant chooses to behave in ways that are unsafe, disruptive, disrespectful, or physically harmful to themselves or others, staff will determine the appropriate course of action by first identifying whether the behavior is considered low-risk, moderate-risk, or high-risk behavior. All moderate and high-risk behaviors will be documented and shared with parents/guardians for review.

If necessary, staff may request a parent conference to address behavior concerns and collaboratively establish a behavior plan that outlines strategies and interventions that support desired behaviors.

In the event that a participant’s behavior poses a serious or severe risk to themselves or others, or an undesired behavior continues despite the intervention efforts of staff, Brownsburg Parks reserves the right to review past incidents in other programs throughout the year to determine further disciplinary action.

At no time will staff use any form of physical or corporal punishment including spanking, hitting, deprivation of food, rest, subjecting a child to ridicule or threats, etc.

Staff are required to maintain confidentiality of all participants in our program and are strictly prohibited from sharing or discussing any sensitive information regarding other participant’s behaviors or behavior plans with you.

    Summer Camp
  • At Brownsburg Parks, we prioritize transparent and timely communication with parents to keep them informed and involved in their child's experience. Throughout the camp session, we maintain an open line of communication through various channels:

Camp e-Newsletter: A comprehensive camp e-newsletter will be sent to parents the week before each camp session. This e-newsletter includes detailed information about the upcoming activities, schedule, important dates, and any specific items campers need to bring.

Emergency Notifications: In the case of any emergencies, inclement weather, unexpected disruptions to the camp schedule, or urgent matters, staff will communicate directly with parents through phone calls, emails and/or text messages. To opt into receiving notifications via text, please ensure you’ve selected to receive text messages in your Eleyo account settings.

    Summer Camp
  • The safety of our staff and participants remains our highest priority. Brownsburg Parks reserves the right to cancel any program or field trip should inclement weather or other conditions become a threat to participant safety. Parents/guardians will be notified via text and email with any program cancellations or changes to the schedule. Brownsburg Parks follows all established Brownsburg Community School Corporation (BCSC) policies and procedures in the event of a fire, tornado, weather emergency, natural disaster, extreme temperatures, air quality alerts, or other emergency-related situations:

    • Extreme Heat/Air Quality Alerts: Outdoor programming may be modified or cancelled if temperature/air quality index levels fall outside of the health recommended guidelines for children.
    • Severe Weather Warnings: Upon an issued warning, staff and participants will immediately seek shelter. In accordance to BCSC policies, participants may not be released from the program until the severe weather warning has been lifted for the area.

    Facility Rentals
  • The BPRD is committed to providing outstanding parks and recreation experiences for the community, which shall include providing quality recreation programs, facilities, and parks.  It is necessary for BPRD to have a sound and consistent pricing policy that will serve as a management tool for establishing, implementing, and evaluating various fees and revenue options. Establishing a pricing policy may allow for additional programs and facilities to be made available that would enhance the level of service or quality of programs. This removal allows for BPRD to provide a higher quality of services due to these limited operational dollars.

The new Pricing Policy for BPRD is designed to provide staff with consistent guidelines in pricing admissions, use of facilities, and establishing program fees based on the individual benefits a user receives above a general taxpayer.  The policy will help BPRD address revenue goals to support operational costs, provide greater fairness in pricing services to users, and help support implementing future programs, facilities, and services.  This Pricing Policy allows the BPRD users, staff, and general taxpayers to understand better the philosophy behind the pricing of a program or service. The Pricing Policy is based on the cost recovery goal for the service established by the BPRD Board to provide the service and whether the service is a public, merit, or private service.
